Even if it were true, and a result of massive jet lag, that still speaks to poor decision making. Nobody forced him to take multiple trans-Atlantic trips just before a debate.
Wasn’t he chilling at Camp David for like two solid weeks before the debate?

It even says that he hadn’t been out of the country in the two weeks prior. Very odd they would come out with this since they know this information is available.
