It seems to me that drunk driving is much more accepted in the US than in Europe.
Having lived in both - often having a half pint of 4%. lager is enough to prevent people from driving, in the US having two pints of 7.5% IPA and smoking weed wouldn’t been seen as unusual before a 30 min drive home.
